Annual Easter
Egg Hunt will be held on
Saturday,
Brightly
colored eggs will dot the lawn of the St. Robert Municipal Center.
The City of St. Robert will host its annual community-wide
FREE Easter Egg Hunt. This special event is open to boys
and girls, ages 0-12 years. Separate egg hunts will be held for
different age groups. In the event of rain, the prize filled eggs
will be distributed inside the Municipal Center at 194 Eastlawn
Avenue.
Don’t forget your Easter basket. Bring your camera for photos with
the Easter Bunny!
St. Robert Spring Clean-Up Day has been set for
April 14, 2010.
*** If you have large appliances that need picked up, you
must call and let Zeigenbein Sanitation know this as it has to be
picked up in a separate vehicle.
The
following items will NOT be picked up: tires, yard
debris: (i.e.) leaves, branches, soil, vehicle or lawn mower
batteries, TVs, or computers.

Saint Robert General Municipal Election Deadlines
St. Robert General Municipal Elections will be held on April 6,
2010. The deadline for candidates for those position is January 19,
2010 at 5:00 p.m. Voters have until March 10, 2010 to register
to vote in the April 6th elections. You may register as a candidate or
voter at the St. Robert City Hall located in the St. Robert
municipal Center at 194 Eastlawn Ave. Suite A, St. Robert MO.

Snow Removal Policy
The
City of Saint Robert Street Department will only plow snow on those
streets which have been accepted by the City for maintenance.

I ask that
residents avoid parking on streets when a snow storm is coming.
This will help expedite snow removal procedures.
For our
Commercial Property owners and snow removal contractors, I would
like to remind you of ordnance #2158 which states:
A. Prohibition
On Snow And Ice Removal From Private Property. No person
shall remove snow or ice from private property and deposit
the same on any public street right-of-way or parking lot. Any
snow so deposited may be removed by the City and the cost of
such removal shall be assessed and charged to the person in
violation thereof in addition to any penalties imposed by the
Municipal Court pursuant to
Section 100.220.
B. Prohibition
Of Piling Of Snow And Ice At Street Intersections. No
person shall pile snow or ice at any intersection in a
quantity sufficient to interfere with the vision of motor vehicles
or pedestrians. The Street Foreman and any Police Officer on duty
will determine if vision is obstructed. Any snow so
deposited shall be removed by the City and the cost of such removal
shall be assessed and charged to the person in violation thereof in
addition to any penalties imposed by the Municipal Court pursuant to
Section 100.220. (Ord. No. 2158 §§1--3, 2-2-09)
Finally, I ask
everyone while driving to yield to plow trucks and provide them
plenty of room to operate. Do not follow any closer than 50 feet
and reduce your speed when passing them. With your help, we will be
able to quickly and safely get the snow off of our streets.

Recent Changes to City Code Regarding Firearms and Hunting
It has come to my attention that a
recent posting on a website has stated “City of St. Robert Passes
Discharge Ban!” The information contained in that posting is not
correct and has left out important information.
On October 5, 2009, the City Council
adopted an ordinance to amend Section 200.240 of the City Code which
is the section that deals with firearms. The amendment actually
relaxed the firearm restrictions and allowed for hunting with a
firearm in areas of the city that are zoned agricultural. In
addition, the amendment allowed for hunting with a bow or cross-bow
in other areas of the city.
The intent of the city council was to
allow for hunting within the city limits. There was no intent to
limit the ability of anyone to defend their persons or homes with a
firearm. It should be noted that Section 200.240 of the City Code
also has a specific section allowing a city resident to be “engaged
in an act of lawful defense.” As such, the “Castle Doctrine” of
self-defense as stated in Sections 563.031 and 563.074 R.S.Mo. is
clearly recognized by the City of St. Robert.
After that meeting, it was discovered
that another existing section of the city code did not allow for the
use of air guns, cross bows, or bows and arrows within the city
limits. That section does not mention firearms. This was Section
200.250 of the City Code, which is the section cited by the
website. Therefore, in order to allow hunting in the city limits,
the city council amended Section 200.250 to allow for bow and
cross-bow hunting.
It appears that Section 200.250 has
been in the City Code for over 20 years. It should also be pointed
out that the section that was amended specifically to relax the
restrictions in place for a number of years for weapons other than
firearms. It was not done to restrict the ability to own a firearm
or use it in an act of lawful self-defense.
Finally, it should be noted that
state statutes always take precedence over a municipal ordinance.
As such, Sections 563.031 and 563.074 R.S. Mo. which state
Missouri’s “Castle Doctrine” apply in the City of St. Robert and
take precedence over the ordinances.
It is my hope that this clears up any
misunderstanding that may have arisen from the steps city council
took to allow for hunting this firearm and bow season in the City of
St. Robert. I believe I speak for the majority of the City Council
in stating that we support the Second Amendment and the right of all
Americans to own and use a firearm for their protection.

Identification of City Public Works Employees
An article was recently published in several national
newspapers regarding a man posing as a utility worker targeting
people in their 80s and 90s for theft. St. Louis police have
investigated five incidents involving a man who poses as a Laclede
Gas worker to gain entry into a home. Once inside, the suspect
either demands money or steals from the victims, police said.
The city of St. Robert would like to
ensure our residents that we have procedures and policies in place
to avoid this type of crime. Public Works Employees are in uniform,
drive vehicles marked with the City Logo and department name and
carry City Identification Cards. To avoid uniforms from being used
by others, employees are required to turn in all uniforms when they
leave the employment of the City. Also, no Public Works Employee is
authorized to enter a private residence with the exception of the
Natural Gas Department, and only when turning on gas service. This
is required to ensure there are no gas leaks.

Driver's
Examination Given Each Tuesday
The Missouri State Highway Patrol provides the driver examination
portion of an individual qualifying for a Missouri Operator's
License, Chauffeur's License, or Commercial Drivers' License (CDL).
This function is part of the
Driver Examination Division; which is responsible for the
individuals who administer the tests, providing areas for testing,
and making sure the tests are administered fairly and
professionally. Call

The Driver's Examination Station for Pulaski
County is located in the Saint Robert Municipal Center at 194
Eastlawn, Suite A., Saint Robert, Missouri. Driver's
Examinations are given every Tuesday at this location from 9:15 p.m.
- 4:00 p.m. The last road test goes out at 3:30 and the
written test will be picked up at 3:50 p.m. Visit the
