City of St. Robert Cooling Center
The National Weather Service has predicted extremely high
temperatures. The City of Saint Robert Municipal Center Main Hall is
available for residents who would like a cooler place to get away
from the unusually warm weather. For your convenience chairs, water,
vending machines, public restrooms and security will be provided.
Due to limited resources, you must bring with you any other items
that you may need.
Residents are encouraged to take precautions for good health during
this hot weather. Most at risk are the elderly, chronically ill and
very young, who need special attention. However, all residents
should use good judgment and watch out for heat exhaustion and heat
stroke during hot weather.
It is recommended that you:
* Avoid strenuous activity during the day. Schedule
strenuous activity during the early morning when it’s coolest.
* Don’t use the oven. Eat cool foods such as
salads.
* Avoid prolonged exposure to the sun. If you need to
work outside, take more breaks. Wear a hat and use sunscreen.
* Take cool baths and showers or sponge off with cool
water.
* Drink plenty of cool, non-alcoholic beverages.
* Some medicines make you more sensitive to heat stress.
Check with your doctor or pharmacist.
* Check in on older friends and relatives living alone.

Pledge of Support to Missouri's Veterans
Recent Changes to City Code Regarding Firearms and Hunting
It has come to my attention that a
recent posting on a website has stated “City of St. Robert Passes
Discharge Ban!” The information contained in that posting is not
correct and has left out important information.
On October 5, 2009, the City Council
adopted an ordinance to amend Section 200.240 of the City Code which
is the section that deals with firearms. The amendment actually
relaxed the firearm restrictions and allowed for hunting with a
firearm in areas of the city that are zoned agricultural. In
addition, the amendment allowed for hunting with a bow or cross-bow
in other areas of the city.
The intent of the city council was to
allow for hunting within the city limits. There was no intent to
limit the ability of anyone to defend their persons or homes with a
firearm. It should be noted that Section 200.240 of the City Code
also has a specific section allowing a city resident to be “engaged
in an act of lawful defense.” As such, the “Castle Doctrine” of
self-defense as stated in Sections 563.031 and 563.074 R.S.Mo. is
clearly recognized by the City of St. Robert.
After that meeting, it was discovered
that another existing section of the city code did not allow for the
use of air guns, cross bows, or bows and arrows within the city
limits. That section does not mention firearms. This was Section
200.250 of the City Code, which is the section cited by the
website. Therefore, in order to allow hunting in the city limits,
the city council amended Section 200.250 to allow for bow and
cross-bow hunting.
It appears that Section 200.250 has
been in the City Code for over 20 years. It should also be pointed
out that the section that was amended specifically to relax the
restrictions in place for a number of years for weapons other than
firearms. It was not done to restrict the ability to own a firearm
or use it in an act of lawful self-defense.
Finally, it should be noted that
state statutes always take precedence over a municipal ordinance.
As such, Sections 563.031 and 563.074 R.S. Mo. which state
Missouri’s “Castle Doctrine” apply in the City of St. Robert and
take precedence over the ordinances.
It is my hope that this clears up any
misunderstanding that may have arisen from the steps city council
took to allow for hunting this firearm and bow season in the City of
St. Robert. I believe I speak for the majority of the City Council
in stating that we support the Second Amendment and the right of all
Americans to own and use a firearm for their protection.

Identification of City Public Works Employees
An article was recently published in several national
newspapers regarding a man posing as a utility worker targeting
people in their 80s and 90s for theft. St. Louis police have
investigated five incidents involving a man who poses as a Laclede
Gas worker to gain entry into a home. Once inside, the suspect
either demands money or steals from the victims, police said.
The city of St. Robert would like to
ensure our residents that we have procedures and policies in place
to avoid this type of crime. Public Works Employees are in uniform,
drive vehicles marked with the City Logo and department name and
carry City Identification Cards. To avoid uniforms from being used
by others, employees are required to turn in all uniforms when they
leave the employment of the City. Also, no Public Works Employee is
authorized to enter a private residence with the exception of the
Natural Gas Department, and only when turning on gas service. This
is required to ensure there are no gas leaks.

Driver's
Examination Given Each Tuesday
The Missouri State Highway Patrol provides the driver examination
portion of an individual qualifying for a Missouri Operator's
License, Chauffeur's License, or Commercial Drivers' License (CDL).
This function is part of the
Driver Examination Division; which is responsible for the
individuals who administer the tests, providing areas for testing,
and making sure the tests are administered fairly and

The Driver's Examination Station for Pulaski
County is located in the Saint Robert Municipal Center at 194
Eastlawn, Suite A., Saint Robert, Missouri. Driver's
Examinations are given every Tuesday at this location from 9:15 p.m.
- 4:00 p.m. The last road test goes out at 3:30 and the
written test will be picked up at 3:50 p.m. Visit the
